Flora Valdes-Dapena is a Junior Associate at HDAdvisors, where she has worked since 2019. She works with HDA's long-term clients, including HousingForward Virginia and the Maggie Walker Community Land Trust, to manage communications and assist with special programs and projects like Virginia Zoning Atlas and the Richmond Land Bank. She also assists with policy research for local and regional clients; in 2023 she helped the Housing Coalition of the Northern Shenandoah Valley create policy suggestions for the City of Winchester aimed at increasing affordable housing production. In 2024, she assisted LISC of Virginia to stand up a pro bono legal aid program for low-income homeowners experiencing heirs property challenges in the Richmond region. Prior to joining HDAdvisors, she served as a Development Intern at the Avalon Center, working to end domestic and sexual violence in the Williamsburg area, while receiving a B.A. in Sociology and Gender Studies from William & Mary.
